The Democratic Alliance in the Frances Baard District Municipality calls for the renewal of the contract of the current Municipal Manager, Ms. Bogatsu. The correct procedures, as prescribed by law, should be followed in appointing the best candidate for the position.
Internal factionalism and party politics of the ANC should not be allowed to determine the administration of the municipality.
It is clear that Ms. Bogatsu’s insistence on clean municipal administration has ruffled the feathers of some political office bearers. While some ANC councillors have expressed their support for renewing her contract in the past and have sung her praises, they quickly changed their tune after a caucus of the ANC.
Ms. Bogatsu should not be punished for the fact that she is doing her job well.
Irrespective of Ms. Bogatsu’s political affiliation and personal views, she has proven herself to be the best candidate for the position. At the time of her appointment in 2012, the district municipality received a qualified audit. From 2014 onward, the District Municipality has received unqualified audits with no findings. This sustained improvement in audit outcomes bears testimony to the manner in which Ms. Bogatsu fulfils her duties.
Appointments of senior managers in municipalities must always be based on merit, qualification and skill. Petty internal politics should not play a role as appointments should be made for the sole purpose of what’s best for the community to ensure overall service delivery.
