The DA is concerned that early disturbances to the Northern Cape Provincial Legislature’s (NCPL) programme will spell yet another chaotic year at the institution.
This comes after ANC MPLs last week failed to attend scheduled meetings, leaving opposition to take the lead in dealing with the people’s business.
Last year was an especially disorderly year at the NCPL. Political infighting within the ANC saw numerous meetings postponed, which ultimately resulted in portfolio committees failing to complete their programme for 2018.
This year, we already started on the back foot. We were supposed to finish outstanding quarterly report presentations and considerations from 2017, which still need to be tabled in a House Sitting. The House Sitting, that was put on the roster for this week, together with an oversight programme, was however cancelled.
The DA understands that the presidential saga threw a spanner in the works of routine processes. However, we sincerely hope that the ANC wastes no time in getting its house in order so that after next week’s State of the Province Address (SOPA), we can proceed with our mandate in an orderly manner and not in the frenzied fashion that has come to characterise the workings of this institution.
I will write to the Deputy Speaker, Juanita Beukes, who is in charge of the legislature programme, requesting that meetings, House Sittings and oversight visits be scheduled in a realistic manner and to seek commitments from all political parties to ensure minimal disruptions to our work schedule.
The legislature plays a critical role, not only in the formulation of laws and regulations but also in overseeing the work of local and provincial governments, and holding them to account on behalf of the people of the Northern Cape.
