Today, I laid criminal charges of theft and fraud at Hartswater police station against Adv. Matshidiso Mogale, the municipal manager of the Phokwane Local Municipality (see picture here). I was accompanied by DA constituency head Willem Faber and DA councillor Stan Rudman.
The charges were filed following an oversight inspection to the municipal offices in Hartswater today, where we met with both the mayor and the speaker of the municipality. During the meeting, it transpired that the municipality had not yet delivered a letter of suspension to the municipal manager despite the unanimous decision taken by council on Sunday that the municipal manager should be suspended with immediate effect.
This decision was taken due to the discovery that the municipal manager had illegally given herself a salary hike, in contravention with the regulations and amounts provided for by law. She instructed municipal staff to raise her salary from the midpoint to the maximum point allowed by law, including increases in her allowances.
The fact that the municipal manager had not yet been served with a letter of suspension shows that, once again, factionalism within the failing ANC derails democratic processes. She is being protected from the consequences of her greed by a group within the failing ANC determined to ride roughshod over the democratic decision taken by all councillors. This decision can only be overturned by council.
Clearly, there is no political will within the failing ANC to self-correct and to address the kind of mismanagement, corruption and maladministration which robs residents of money meant for services. The failing ANC has been given too many second chances, now it is time for change.
At a time when the municipality cannot settle its outstanding debts and therefore cannot deliver a basic level of services to residents, the municipal manager still sees fit to reward herself. Municipal workers are being instigated to choose sides, which has led to the closure of municipal offices earlier this week, and it is ultimately residents who suffer, as they cannot have any access to municipal services.
The fact that a faction within the failing ANC protects the municipal manager shows that the ordinary citizen of this country no longer matters to them.
