The DA cautiously welcomes the re-advertisement of the Municipal Manager (MM) post for Gamagara Municipality but nonetheless remains concerned by the municipality’s failure to address this matter in Council.
In August this year, the DA called for the entire appointment process of the MM to be done over. This, after DA councillor, Charlott Joseph, came across a Facebook post by an ANC councillor that exposed confidential information relating to the interview process for the position of MM. The social media post also raised questions regarding the integrity of the Selection Panel members, suggesting manipulation of the scoring process in order to achieve a predetermined outcome.
The DA reported our concerns to the then Mayor, Dineo Moyo, and the Acting Municipal Manager, Moses Grond. We eventually escalated the matter to the MEC of COGHSTA, Alvin Botes, and laid a grievance with the MEC in terms of the ad hoc constitution of the Selection Panel.
The informal manner in which the so-called Selection Panel was put together to appoint the MM, was not done in accordance with the Municipal Systems Act and smacked of political sabotage. According to the Systems Act, Municipal Council must appoint a selection panel to make recommendations for the appointment of candidates to vacant senior posts to ensure fair and unbiased appointments. In the case in question, however, the process did not go through council.
The DA is pleased that the previous appointment appears to have been nullified and that a new appointment process has commenced. We are, however, still suspicious as to why the municipality is bypassing Council in the appointment process and we also have our reservations as to why a disciplinary committee was not established to investigate the social media posts.
The DA will monitor the re-appointment process of the MM closely. We will not tolerate a situation whereby the process is blatantly manipulated in order to meet political mandates.
