Note to Editors: The following is an extract from a speech delivered by Provincial Leader, Andrew Louw MPL, at a march to the offices of Sol Plaatje municipality, in protest of its budget, including the restructuring of its electricity costs.

Today, our frustrations regarding Sol Plaatje municipality’s poor service delivery have led us to the streets.
Today, our anger towards the Sol Plaatje municipality has brought us together.
And today, our desire for quality municipal services and fair and affordable electricity tariffs, will unite us in the fight to take back this city!
Ladies and gentlemen, under the leadership of Mayor Mangaliso Matika, what is left of Kimberley’s sparkle is now completely buried in the big hole.
Kimberley has become an embarrassment. The city is filthy, it is run down and it is disorderly.
Every other day, various areas of Kimberley experience electricity and water outages or sewerage leaks. The roads are deteriorating on a daily basis and some roads are more pothole than they are tar. Lighting in various communities is poor. Safety of residents is compromised. Pavements are a mess. Veld is not cut. Dumping is not controlled and the city is becoming overrun by rats.
In short, it is no longer a pleasure living and working in Kimberley.
It is also no fun to visit Kimberley, despite the city’s world renowned attractions. In fact, Kimberley has become the armpit of South Africa. Tourists and investors, who dare to venture here, are left highly disappointed and vow never to return.
Ladies and gentlemen, under Matika, Kimberley is no longer a city in decline, but rather a city that has hit rock bottom.
The reason for this is that Sol Plaatje municipality has been captured by Matika.
Matika’s ANC has become a law unto itself. It has flouted the Municipal Structures Act, the Standard Rules of Order for Council and Committees, and the Sol Plaatje Municipality Delegations of Power Register so that it could illegally adopt the budget, irregularly consider additions to the IDP after the budget was already adopted, and remove the Speaker from office.
The lives of the people of the Northern Cape will only change when there is a change in government. That change will only come with a DA-led government.
