The Democratic Alliance (DA) in the Northern Cape is calling on the failing ANC to let service delivery take the forefront of the ongoing power battle within Sol Plaatje municipality.
This week, neither the Inter-Government Relations Committee nor the Municipal Public Accounts Committee sat for their scheduled meetings. At the same time, the Finance Committee has not sat for the past four months.
On top of this, there is a dire lack of responsibility by senior management. Just last week, despite serious cost cutting measures having been implemented, a senior manager fought tooth and nail to have a donation of R1 million for a gospel music festival approved. While her submission was eventually turned down, it is this type of irresponsible behavior that is placing the municipality at an increased risk.
This is worrying.
Government departments owe Sol Plaatje an amount of R591 million, yet no attempts are made to recoup this debt. At the same time, nothing is being done to try and collect excessive outstanding debt from businesses which each owe in excess of R1 million – not even their power is being cut.
Sol Plaatje is at a tipping point and could very soon find itself in a situation whereby cashflow is so restricted that it cannot even pay salaries.
While the next council meeting has been scheduled for 28 November 2018, the DA hopes, but doubts, that it will be used to address the growing number of issues that need attention, such as the budgetary shortfall, the section 106 report into maladministration and the low water levels in the city.
The DA calls on the failing ANC to place the needs of Kimberley citizens above its own infighting. We appeal to the structures of the failing ANC to allow council to sit and discuss what needs to be discussed so that the administration can get direction.
If the failing ANC turns a deaf ear to our plea, staff of Sol Plaatje and residents of Kimberley, could be facing a bleak Christmas in the city that has lost its shine.
Only the DA can bring change that puts the people first by accelerating the delivery of services.
